National Coordination Council (NCC) is the highest decision power in controlling HIV/AIDS, joining the main health protection specialists from all the departments and ministries, at the level of vice-minister. NGOs, PLHA and international development agencies are part of the NCC as well. The NCC’s activity is regulated through Government Order that describes the structure and competence of the relevant institution in the Terms of Reference, in accordance with its statute. The Secretariat of NCC is headed by the Government Counselor on Social Issues and is responsible of organizing, advocating, and documenting the process of decision making.
