The consultant's overall objective is to participate in performing the expenditures assessment based on the National AIDS Spending Assessment, cross-checking the data with the state budget expenditures reports and the most recent Resource Flows Survey, filling in the cover sheet and the National AIDS Funding Matrix. 

The drafts shall be produced in both Romanian and Russian.  

Duration of work:  10 working days throughout March 2016

Management of consultancy: the consultants will work in cooperation with the National HIV/AIDS Programme Coordinator and the UNAIDS Country Office.

Close consultation and collaboration is expected with the NCC TWG and the UN JT on HIV/AIDS.

Profile of the consultant

Competencies:

• Monitoring and Evaluation of AIDS programmes
• Good knowledge of tools and methodologies currently in use in the country for collecting financial data (i.e. National AIDS Spending Assessment, National Health Accounts, Resource Flows Survey).
• Data collection, quality control and validation
• Knowledge of gender-based budgeting 

Experience:

National Consultants

• relevant educational background in finance, economics, public health management or related field; 
• minimum 3 years experience in the field of tracking public expenditures and/or budgeting for national programmes;
• experience in health sector management is an asset;
• analytical and report writing skills;
• ability to work in a team;
• experience of working in unsupervised, ability to work under pressure, prioritise work and use personal initiative;
• experience in using basic Microsoft Office packages (Word, Excel), using e-mail and internet.

Languages:Romanian and Russian writing skills
