The United Nations Office on Drugs and Crime (UNODC), a co-sponsor of UNAIDS since 1999 is a global leader in the struggle against illicit drugs and transnational organized crime. It is committed to achieving health, security and justice for all by tackling such global threats, and by delivering legal and technical assistance to prevent terrorism.In addition to this, UNODC helps governments to combat people trafficking, and provides guidance to alleviate the health issues among trafficked victims, particularly HIV infection.
In these areas, UNODC assists countries to provide drug users, prisoners and people vulnerable to human trafficking with comprehensive HIV prevention, treatment, care and support services following strategies which are human rights based, evidence informed and gender sensitive. It also provides technical assistance to countries to review and adapt HIV, illicit drugs and criminal justice policies and legislation and builds capacity of national stakeholders, including civil societies and community organizations, to ensure optimum coverage of these population groups with HIV services.

Strengthening national capacities in Eastern Europe and Central Asia to address HIV/AIDS in vulnerable populations

The project aims at improving the availability, coverage and quality of HIV services for injecting drug users and prisoners in Central Asia and Eastern Europe.
Key Outcomes:
- Improved harmonization of ongoing programmes on HIV, TB, drug control, and criminal justice reform/health care in relation to injecting drug use and prison settings;
- Improve capacity for provision of comprehensive, evidence informed, and human rights based HIV services for injecting drug users in community and prison settings;
- Strengthened professional education system on health care, social protection, law enforcement and penitentiary systems for improved provision of integrated HIV services for IDUs and prisoners;
- Strengthened capacity for monitoring and evaluation of HIV programmes among IDUs & prisoners in accordance with international standards and recommendations
Short description of activities:
- Provision of trainings on HIV strategic programming, result-based management and human rights based planning and technical assistance in the development of relevant sectoral policies;
- Technical assistance to the network of HIV resource centres and infrastructure development of selected sites and custodial settings;
- Review and update respective educational and professional standards and curricula, training of the teaching personnel and provision of necessary learning materials.
