Swedish International Development Cooperation Agency (SIDA) Logo
The Swedish International Development Cooperation Agency (SIDA) is a governmental agency, under the Swedish Ministry of Foreign Affairs. SIDA is a global organisation, it has field offices in some 50 countries. SIDA is a transparent agency, which offers all necessary information about its activity to everybody interested. This is also a flexible and open for cooperation agency.

General objective of the development cooperation between Sweden and Moldova is to support Moldovan efforts aimed at poverty reduction by promoting democratic governance, sustainable pro-poor economic growth, prevention of social marginalisation and public health improvement.


HIV/AIDS Related Projects and/or Activities

Moldova Health Investment Fund

Total Budget: 1 mln USD
Implementation Period: November 2000 – November 2002
Implementor/ Management Site: Project Coordination Unit under the Ministry of Health and Social Protection

The project seeks to

  1. guarantee access to a minimum package of health services;
  2. modernize emergency services and primary health care;
  3. reduce excess capacity in the health sector;
  4. strengthen health sector institutional capacity; and
  5. support the development of TB and HIV/AIDS strategies.

The support provided by Swedish Government to Moldova is in the form of Technical Assistance Projects, in which expertise /TA / provision is complemented by a smaller share of investment costs connected to the implementation of TA.

Direct bilateral cooperation

  • KTS modality (Contract Financed Technical Cooperation)

    Formal request for assistance (with indication of sector, problem and needs identification and general objective for support) comes from the Government of Moldova and corresponds to the strategic goals of the country specified in the EGPRS and /or EUMAP. This request is analysed by the SIDA Head Quarters, Department for Europe in Stockholm and SIDA Field Office. There are different modalities of project/ programme preparation: in some cases SIDA funds a Feasibility Study in the sector, based on which an individual Swedish/ international consultant, employed by SIDA is developing Terms of Reference for the project, in consultation with the national counterpart. SIDA organizes and international tender for procurement of consultancy services based on ToRs approved by the Government of Moldova. The tenders/ bids are evaluated by the National Evaluation Committee and by SIDA. The winning company is awarded by SIDA a contract of implementation.

Delegated cooperation

TA projects co-funded together with other donor agency, which are launched upon the formal request of the Government of Moldova. The development of ToRs for the project is done in consultations with the national partner by an international consultant hired by the lead donor agency through an international tender /e.g. DFID, with which SIDA is joining the efforts for a joint programme. Procurement of consultancy services is done by the lead agency through an international tender. Project monitoring is done by the donor agency, to which the implementation is delegated, with regular reporting sent to SIDA.

Co-funding of projects implemented by The WB, UNDP, UNICEF and IOM

SIDA co-finances implementation of projects, which always include Technical Assistance and an investment component, together with one or more donors. In case of Moldova, SIDA applied the scheme of TA and matching grants in the World Bank projects by providing technical assistance to guarantee implementation of a credit agreement or to prepare procedures to launch a credit agreement (e.g. MSIF I and MSIF II; HIF; Energy Project; RISP Project; Cadastre Project). The ToRs are developed by the implementing agency/donor.

Grant programmes for Moldovan NGOs administered by NGOs

There are two types of projects:

  • Projects which support direct partnerships between NGO’s from Sweden and Moldova. In this case, Government does not take part in projects’ selection. Funding goes via Swedish NGO.
  • Direct grants to Moldovan NGOs, which are administered by Eurasia Foundation, which is further re-granting the funds to different NGOs.

Funding directly channelled to the Moldovan State Treasury

SIDA has channelled funds directly to the Moldovan State Treasury only for the implementation of the Population Census, this was done together with DFID.
