The Soros Foundation – Moldova (SFM) is a non-governmental, non-for-profit and non-political organization which was established in 1992 by the financier and the philanthropist George Soros to promote the development of an open society in Moldova by developing and implementing a range of programs and activities that address specific areas of needs including arts and culture, education at all levels, rural economic development, legal reform and public administration, media and information, civil society, public health and HIV/AIDS.

Harm Reduction Project

The goal of the Harm Reduction Program is to reduce the negative medical, social and economic effects associated to injecting drug use and unprotected sex practices, thus preventing the spread of HIV and sexually transmissible infection (STI) among vulnerable population groups (injecting drug users, commercial sex workers, men having sex with men, prison inmates, mobile population, out of school children, etc.)

As a partner institution of the Ministry of Health and Social Protection in implementing the TB/AIDS Program and the AIDS Control Project, the Soros Foundation – Moldova plays the role of an NGO facilitator in implementing projects to fight and reduce the incidence of HIV/AIDS and STI. The program activities are financially supported by the Global Fund to fight AIDS, TB and Malaria and the World Bank.
