Reasons for developing reliable estimates of the size of populations at high risk for HIV can be grouped into two major areas: policy and programming. The area of policy encompasses advocacy, response planning and resource allocation, plus estimations of numbers infected with HIV and projections of the burden of disease. The area of programming encompasses intervention planning, measurement of coverage, and monitoring and evaluation of interventions. In this context, in 2009 there have been initiated the appliance of different methodologies for estimating sizes of MARPs, which continues in 2010 in estimating through applying network scale-up, multiplier and capture-recapture methods. The expert of company Data for Solution, Stroup Donna F., paid a visit in Chisinau, in the middle of February. The visit of the expert was aimed at providing technical assistance to estimation of sizes of MARPs in the Republic of Moldova, especially at verifying the data obtained through different monitoring methods as network scale-up method and estimations of hidden populations, comparison of data on IDU number obtained through network scale-up, multiplier and capture-recapture methods, assisting the national working groups in interpreting the respect factor, ensuring the transfer of expertise and strengthening of the capacities in the process.
