The consultant will take the overall responsibility for data collection, validation, data entry and report writing.
Specific Objectives:
- Coordination of the GARPR 2016 reporting process;
- Perform data collection on all UNAIDS, WHO and UNICEF indicators;
- Realize data analysis;
- Facilitation of consultations based on the draft indicator values;
- Facilitation of data validation and data validation;
- Coordinator on updating the SPECTRUM file
- Report on Dublin Declaration.
- Validation of the final GARPR report with the CCM technical working groups, including Spectrum and economic data (Indicator 6.1).
- Perform on-line data entry;
- Developing a epidemiological national report (including some of GARPR indicators,) , coordinate it with national stakeholders; ensure its approval and recognition of MoH and submit it online to aidsreporting team.
Duration of work: 20 working days, disaggregated per specific objectives, throughout March 2016
Management of consultancy: the consultant will work in cooperation with the National HIV/AIDS Programme Coordinator and the UNAIDS Country Office. Close consultation and collaboration is expected with the MOH and NCC TWGs and the UN JT on HIV/AIDS.
Profile of the consultant
Competencies:
- Monitoring and Evaluation of AIDS programmes;
- Population-based surveys;
- Data collection, quality control and validation;
- Skills for on-line data reporting.
Experience:
- Relevant educational background in sociology, epidemiology or related field;
- Minimum 5 years’ experience in the field of HIV/AIDS national response and/or HIV/AIDS national M&E system;
- Strong leadership and team-work skills;
- Analytical and report writing skills;
- Experience of working in unsupervised, ability to work under pressure, prioritise work and use personal initiative;
- Experience in using basic Microsoft Office packages (Word, Excel), using e-mail and internet.
Languages: Romanian and English writing skills.
