In order to improve the routine statistics data, with the support of the World Bank, the GFTAM and UNAIDS, a new software was developed to provide a data base on peopletested for HIV/AIDS, based on manual records of laboratories all over the country. In this context, there is a need special forms based on Epi info software, to improve the process of monitoring and reporting of people tested for HIV.
In order to improve the routine statistics data, with the support of the World Bank, the GFTAM and UNAIDS, a new software has to be developed which will provide a data base on people ever tested for HIV/AIDS, based on manual records of laboratories all over the country.
The scope of the Consultancy will be to ensure retroactive data entry starting with 1987 to end of 2010 of the patients from official hardcopy registers into the National electronic database SIME HIV for the ARV Module for the treatment sites of Chisinau, Balti, Tiraspol and Cahul. Each site will be provided with a National Consultant totalling 4.
The consultant is expected to produce an Outcome Evaluation Report that highlights the findings, recommendations and lessons learnt, and give a rating of performance. This report should follow the Report Template and include all sections recommended there in good knowledge of tools and methodologies currently in use in the country for collecting this type of financial data.
Recruitment of translator for Questionnaires of BSS 2009
RST is currently undertaking a documentation exercise of regional experience conducting BSS, documenting both process and results. In this context, the BSS questionnaires need to be translated into English to allow the consultant to work with the survey database. High Level Meeting on AIDS in New York
On June 10th United Nations General Assembly adopted the political declaration on HIV/AIDS during the High Level Meeting on AIDS in New York. There was unprecedented global participation, including more than 30 Heads of State, Government and Vice Presidents, representatives from CSOs, HIV experts and academician, which resulted into new commitments, targets, and momentum in the AIDS response.
The expected results of the project are as it follows: feminization of HIV/AIDS in Moldova addressed through strengthened evidence-based strategic planning and interventions addressing inequalities and disparities; an operational Manual on Gender Assessments produced with recommendations that could be applied in other countries in the Eastern European region.
Future of AIDS response focus of UN General Assembly High Level Meeting
More than 3000 people will come together at the United Nations in New York on June 8, 2011 for the UN General Assembly High Level Meeting on AIDS. The meeting, which runs from 8-10 June, will provide an opportunity to take stock of the progress and challenges of the last 30 years and shape the future AIDS response.
The national consultants will be recruited by JAOB in each of the six countries, under contract to UNAIDS country office for a period of 40 days from the start of the JAOB JANS planning process through to the end of January 2012. AIDS Foundation East - West (AFEW) representative in Moldovain partnership with the National Confederation of Employers in Moldova organized in the period 24-25 May a training seminar entitled "HIV/AIDS policies atthe workplace” for business representatives and private companies in Moldova. The seminar was organized within the project "Enhancing Access to Prevention, Treatment and Care within the National Program for Prevention and Control of HIV / AIDS / STI 2006-2010", funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria.
The report of the assessment shall include separate components on both the quantitative and qualitative research, and shall focus on a comparative analysis of the results for both banks. A detailed description of methodology and of the size estimations component shall also be provided.

In order to design an effective M&E work plan to operationalize the National M&E Plan, a new M&E system assessment needs to be carried out to assess participatory the functionality of each of the 12 components of the M&E system. Every 4th person in Moldova felt discriminated last year
In the Republic of Moldova the most discriminated are persons with mental and physicaldisabilities. It is the conclusion of a study – “Perceptions of population from the Republic of Moldova regarding the phenomenon of discrimination”, launched on Wednesday, February 23. The same research found that the majority of people avoid going to the clinic, getting out in the street, addressing to police or mayor because they are afraid to be discriminated.

The National Strategy Application (NSA) is a new funding approach from the Global Fund. It was designed to further facilitate alignment of Global Fund financing with country priorities within the framework of a country’s national strategy – such as the national HIV/AIDS, tuberculosis or malaria strategy. The NSA approach aims to further enable the Global Fund to finance the implementation of comprehensive, technically sound strategies in a way that is aligned with national processes and timelines.
Two consultants shall be recruited to prepare a country reporting draft for the Universal Access Initiative in scaling Up Treatment, Prevention and Care for people living with HIV/AIDS.
