Recruitment of an international consultant to provide technical assistance to address the weak points of the National Programme on Prevention of HIV/AIDS and STIs related to strategic planning, prioritization, and results-based management

In 2008, the Global Fund Board decided to implement the NSA approach through a phased roll-out, beginning in 2009 with a ‘First Learning Wave’ of limited scope. The Global Fund announced the Second Wave of NSAs in January 2011. As with the First Wave, the number of countries participating in the Second Wave is limited, in order to draw further lessons to guide the broad roll-out of NSAs in the future.

The Global Fund’s NSA approach takes as its core a country’s national disease strategy documentation. The approach has three components.

The outputs of the consultancy shall be:

  • Knowledge transfer to a critical mass of national stakeholders through facilitation of a 2-day national workshop on RBM and strategic planning 
  • Facilitation of participatory prioritisation for the NSP
  • A set of amendments to the NSP, with argumentation for each of the amendments proposed referenced to international standards and best practices

Preferred experience

Core competencies and experience

  • Relevant educational background
  • Expertise in RBM and strategic planning
  • No less than 10 years of extensive experience in the area of Public Health
  • Previous experience in the region;
  • Proven analytical skills and ability to work under tight deadlines
  • Working knowledge of English. Knowledge of Romanian and/or Russian shall constitute an advantage

Duration of Workand Payment Conditions:  

The consultant shall provide 15 days of in-country mission and 5days of remote technical backstopping in August 2011. The in-country mission is tentatively scheduled for 15-30 August 2011.
