The Joint United Nations Programme on HIV/AIDS, UNAIDS, is the main advocate for global action on the epidemic. It leads, strengthens and supports an expanded response aimed at preventing transmission of HIV, providing care and support, reducing the vulnerability of individuals and communities to HIV/AIDS, and alleviating the impact of the epidemic.

 

UNAIDS Moldova provides support to critical areas, including policy development, strategic information, resource mobilization, best practices, GFATM proposals, leadership and support of the UN TG and UN JT on HIV/AIDS. Technical assistance has been provided for far for:

  • Development of the national AIDS framework, including AIDS program, action plan, AIDS law, etc;
  • Support to the implementation and consolidation of the Three Ones principles, through the support of the NCC, NAP, and Monitoring and Evaluation Unit on HIV/AIDS;
  • Support to Universal Access initiative implementation, through supporting consultation processes, resource mobilization, Program Acceleration Funds, etc;
  • Support and advocacy for people living with HIV, through network consolidation, capacity building and empowerment, Program Acceleration Funds, etc;
  • Development of the GFATM proposal and contribution to open and transparency of the consultation process.

1. Support to M&E System strengthening based on the outcome of the assessment of the 12 components of the National M&E system

Implementation Period: 2009–2010
Implementor/ Management Site: National Center for Health Management, Unit for Monitoring and Evaluation of National Health Programmes

The project aims to take forward the respective findings and recommendations of the M&E system assessment, planned as part of the mid-term review of the National Programme on Prevention and Control of HIV/AIDS/STIs 2006–2010, through the following actions:

  • Strengthening the outer ring of the M&E system – human resources, partnerships and planning to support data collection and data use;
  • Investing in the middle ring – improved mechanisms through which data are collected, verified, and transformed into useful information;
  • Contributing to the central purpose of the M&E system – enhanced data use for decision-making.

The expected results of the project are as it follows: National M&E Plan amended and approved by the NCC TB/AIDS, costed M&E workplan developed and implemented by the NCC TWG on M&E, M&E capacity building institutionalized through a capacity building plan and strengthened through regular in-training and opportunities to attend capacity building events, data quality assurance mechanisms developed and institutionalized, national research & evaluation agenda developed and endorsed by the NCC TB/AIDS, data dissemination and use plan and the TOR for the national and sub-national databases developed and institutionalized.
