Aprobarea Regulamentului-cadru privind organizarea şi funcţionarea Centrului social regional pentru asistenţa persoanelor infectate/afectate HIV/SIDA şi a standardelor minime de calitate.
Standardul este destinat optimizării funcţionării sistemului de evidentaţă şi control, circulaţiei informaţiei şi are scopul final reţinerea extinderii epidemiei, crearea condiţiilor de tratament şi susţinere a persoanelor infectate şi bolnave, destinderea consecinţelor medicale, sociale, demografice a epidemiei.
Regulamentul de transmitere a informaţiei medicale cu caracter personal despre pacienţii infectaţi cu HIV.
Se aprobă descentralizarea supravegherii medicale şi tratamentuui antiretroviral, prin crearea cabinetelor teritoriale pentru supravegherea medicală şi tratamentul antiretroviral în condiţii de ambulatoriu, a persoanelor infectate cu HIV şi bolnavilor cu SIDA, în baza cabinetelor medicilor infecţionişti existente din instituţiile medico-sanitare.
The Regulation establish basic principles and concepts of treatment and palliative care services for people with HIV / AIDS, the organization of these services, the criteria for selecting beneficiaries, functional duties and rights of concerned service providers.
The current section comprises core documents that have been submitted as Annexes for the National Strategy Application. The documents are intended for use by all Consultants.
The strategy is supported by a plan for monitoring and evaluation that includes clearly described output and outcome/impact indicators, with related multi-year targets that can be used to measure progress and make performance based decision.
National strategy is consistent with epidemiologic trends, relevant higher and/or lower-level strategies, financing frameworks and underlying operational plans are in place.
Current logistics, information and management system constraints are described, and credible actions are put in place to resolve constraints.
Procurement policy complies with international guidelines and evidence of adequate, accountable, and transparent procurement and supply management systems with capacity to reach target populations.
The strategy has been developed based on multi-stakeholder involvement in development of national strategy and operational plans (led by government, with a transparent participative process.
HIV Disease Specialist will look into the situation analysis which should be based on a comprehensive and participatory analysis of health determinants and health outcome trends based on the epidemiological, political, socio-economic and organizational context prevailing in the country. The analysis of past and current health sector responses identifies priority problem areas and programmatic gaps.
The strategy is accompanied by a sound expenditure framework with a costed plan. It should ensure pertinent recurrent and investment financing of e.g. human resources, access to medicines, decentralized management, infrastructures and logistics. The strategy is accompanied by a description of financial management system (including financial reporting against budgeted costs, and accounting policies and processes) and evidence that it is adequate, accountable, and transparent.
